Popote Walipo was founded in 2014 by Nusura Tiperu. It began with a vision to transform spaces through outstanding interior design services across East Africa.

Born on 21 October 1974 in Yumbe District, West Nile sub-region, Northern Uganda, Nusura Tiperu pursued her A-Level education at Mukono Town Academy in Mukono District from 1992 to 1993. She later enrolled at Makerere University, Uganda's oldest institution of higher education, where she studied Social Sciences from 1994 to 1997, obtaining a Bachelor of Arts degree in Social Sciences.

Ambassador Nusura Tiperu is a Ugandan politician and diplomat with extensive experience as both a national and East African legislator. She became Uganda's first National Female Youth Member of Parliament following the adoption of the 1995 Constitution.

She played a key role in the process towards the pacification of Northern Uganda while representing the women of Yumbe in the Ugandan Parliament from 2001 to 2006. A dedicated advocate for peace, she has tirelessly promoted this cause.

From June 2007 to June 2017, Ambassador Tiperu served two consecutive terms as one of Uganda's nine representatives in the East African Legislative Assembly (EALA), headquartered in Arusha, Tanzania, during its 2nd and 3rd sessions.

She was also nominated to serve as a council member at the Islamic University in Uganda, an institution affiliated with the Organisation of Islamic Cooperation (OIC). In December 2021, Tiperu was appointed as Uganda's Ambassador to Türkiye.
